PYNQ-Z1 or PYNQ-Z2 HDMI power issue

I would like to know if any user have encounter the following issue?
When HDMI TX or RX is leave connected to monitor, on board LEDs are dimly turn on.
I will expect this as a HDMI signal power leaking?
